Unlike large school districts, small school districts typically do not have a professional on staff to manage construction or modernization projects and must hire outside help to ensure accountability and efficiency in managing construction projects. Assembly Bill 260 directs the State Allocation Board to establish supplemental allowances, not to exceed 5% of the total of the grant from the state and the contribution from local funds, to be used by small school districts for construction or project management services. Only those school districts with an average daily attendance of 2,500 or fewer pupils in the prior school year would be eligible to apply for the supplemental funding.
